The vacate standard and the bond. For cleaners, the Tasmanian rules that shape the work are mostly tenancy rules. Tenancies run under the Residential Tenancy Act 1997. Where a bond is taken, the owner gives the tenant a condition report on or before move-in, and the tenant has two days to sign it and note anything they disagree with. Section 53 then asks the tenant to keep the premises in a reasonable state of cleanliness, judged against how they were at the start, and to leave them as nearly as possible in the reported condition, apart from reasonable wear and tear. Bonds are held by the Rental Deposit Authority and handled through MyBond. The owner must give the tenant a claim form within three working days of the tenancy ending; if a claim is disputed, the Residential Tenancy Commissioner decides on the evidence, CBOS warns that a determination can sometimes take more than 90 days, and an appeal to the Magistrates Court has to be started within seven days. Hobart Community Legal Service lists photos and receipts among the evidence the Commissioner is likely to want, which is where your invoice ends up.
Pre-lease cleans and pets. Part 3B of the Act sets minimum standards for rentals, and section 36J says an owner must not enter into a residential tenancy agreement unless the premises are clean, with a fine of up to 50 penalty units for doing so. For a cleaner, that turns the gap between tenants into a deadline. Part 3C, on pets, applied from 20 March 2026. A landlord has 14 days to answer a tenant's written request; refusing anything other than a dangerous dog means applying to the Tasmanian Civil and Administrative Tribunal; no answer counts as consent; and conditions must be agreed by the tenant, reasonable, limited to the pets in the request, and can't raise the rent or bond. Legal Aid Tasmania gives keeping up with flea treatment and cleaning up after the pet as examples. Carpets are where pets and vacate cleans meet, and our Launceston cleaners page covers the Tenants' Union's carpet advice and the 2025 Commissioner decision on carpet cleaning.
Where the work is. The Greater Hobart Act 2019 links four councils for strategic planning: Hobart, Glenorchy, Clarence and Kingborough. The City of Hobart takes in Battery Point, Sandy Bay, North, West and South Hobart, Mount Stuart and Dynnyrne. Glenorchy runs up the western shore through Moonah, Lutana, Glenorchy, Claremont and Granton. Clarence is the eastern shore, joined to the city by the Tasman Bridge, with Bellerive, Lindisfarne, Howrah, Rokeby and Lauderdale. Kingborough covers Kingston, Blackmans Bay, Taroona, Margate and Bruny Island. Further out, Brighton Council includes Bridgewater, Gagebrook and Brighton itself, Sorell takes in Midway Point and Dodges Ferry, and New Norfolk and Huonville are the seats of the Derwent Valley and Huon Valley councils. Lenah Valley straddles the Hobart and Glenorchy boundary, so list suburbs by name rather than relying on council names alone.
Short stays are under review. In June 2026 the City of Hobart's planning authority endorsed a draft amendment that would stop whole homes being converted into new short-stay accommodation in its inner residential, general residential and low density residential zones, and on 26 August 2026, after public exhibition, it voted to send the amendment to the Tasmanian Planning Commission, which was then expected to hold a public hearing. As reported, existing permits, hosted stays, granny flats and people letting their own home while away wouldn't be affected; business and mixed-use areas sit outside it; and Battery Point already has its own limits. Separately, the state's proposed 5% levy on short-stay bookings was voted down in the Legislative Council on 9 September 2026. With the Lord Mayor putting the city's rental vacancy rate at around 0.5 to 0.7%, a changeover page should be written for the hosts already operating, and vacate and pre-lease work deserves pages of its own rather than sitting underneath it.
Working with an Adelaide team. We're at Ste 3/110 Hutt St, Adelaide, and everything with a Hobart cleaner happens by phone and email. Adelaide is half an hour behind Hobart all year, because South Australia and Tasmania change their clocks on the same dates. Our current clients are in SA, NSW, VIC and QLD, and we haven't built for a Tasmanian business yet. For NDIS cleans, our Hobart NDIS provider page explains how the NDIS check is requested through Tasmania's RWVP scheme.
