The state's tenancy rules apply here exactly as they do in the south, and our Hobart cleaners page sets them out: a departing tenant leaves the place as nearly as possible as the ingoing condition report describes, bonds go through MyBond with disputes decided by the Residential Tenancy Commissioner, an owner can't sign a new lease unless the premises are clean, and pet requests have followed new rules since 20 March 2026. Police checks come from Tasmania Police, lodged at Service Tasmania. The rest of this section is about what's particular to cleaning in the north.
The carpet question. A lease or an agent may still tell a departing tenant to have the carpets professionally cleaned. The Residential Tenancy Act, though, says a provision of a tenancy agreement that purports to modify the Act has no effect, and the Tenants' Union of Tasmania's carpet fact sheet says a tenant can't be forced to have the carpet professionally cleaned if its condition doesn't warrant it. In a decision reported in June 2025, the Commissioner dealt with a Burnie owner's claim for carpet cleaning. The tenant, represented by the Tenants' Union, was held responsible only for a small yellow stain in one bedroom that wasn't on the ingoing report, and the owner was awarded $25 for it. As reported, the decision found that a tenant isn't responsible for carpet cleaning done as a matter of general practice, and the Tenants' Union called a blanket professional-cleaning clause in standard agreements invalid. Your website doesn't need to settle that argument. The same fact sheet lists a receipt from a carpet cleaning company among the evidence a tenant can use. Say what your receipt records, such as the address, rooms, method and date, so the tenant has it whichever way the agent reads the lease.
The standard, the photos and the wood heater. Section 53 asks a tenant to leave the place as nearly as possible as the condition report describes, apart from reasonable wear and tear. The Tenants' Union's cleaning fact sheet adds that the place doesn't need to be left pristine, and that a landlord can't charge for a general end-of-lease clean unless one is warranted. Its examples show where claims tend to land: grease on the cooktop, oven and range hood, cobwebs, and, in one Tasmanian case, the floor under large appliances, which the tenant wasn't held responsible for because no photos from the start of the tenancy were provided. It also suggests tenants keep photos or video from the start and end of the tenancy. Heating is the other detail to plan for. The Act's minimum standards require a heating device in a room that can be used as the main living area, and a wood heater counts, while an open fireplace needs the Commissioner's approval. If your end-of-lease page lists the oven, cooktop and range hood, says whether you move appliances and photograph rooms when you finish, and says whether you empty the firebox and clean the glass or leave flues to a chimney sweep, a tenant can see at a glance what's left for them to do.
The map and the tip. The City of Launceston had 70,055 residents at the 2021 Census, in suburbs such as Kings Meadows, Newstead, Norwood, Youngtown, Ravenswood, Mowbray, Newnham, Invermay, Trevallyn and West Launceston, with Lilydale and the rural localities to the north-east. Clean-outs usually finish at the council's Launceston Waste Centre on Cavalry Road, Mowbray, open 7.30am to 4.15pm every day except Good Friday and Christmas Day. Recyclables, furniture and appliances in household quantities are taken free at its Recycling Centre, the Uptipity tip shop beside it sells recovered goods, and general waste, garden organics and mattresses are charged, with the State Landfill Levy applying to all waste there. The council asks businesses to use a waste contractor for recycling and to get approval before opening an account, so a clean-out page should say how you deal with the load and whether that's in the price.
Short stays, and working with us. Launceston's council has looked at holiday lets differently from Hobart's. Its March 2023 report counted 516 short-stay properties, under 2% of the 31,274 residential properties in the available market, and concluded short stays weren't a major driver of housing stress, while in 2026 Hobart's council moved to stop new whole-home conversions in its residential zones. For a Launceston cleaner, changeovers can sit on the site as one service among several. We're an Adelaide team at Ste 3/110 Hutt St, working with Launceston businesses by phone and email, half an hour behind you all year. Our current clients are in SA, NSW, VIC and QLD, and we haven't yet built for a Tasmanian business. If you clean for NDIS participants, our Launceston NDIS provider page covers the north's participant numbers and Baptcare's role as community partner.
