Registration, in brief. Tax and BAS agents in the ACT register with the Tax Practitioners Board under the same national law that applies to practitioners in Hobart, Darwin or Perth. Our page for Perth accountants sets out the client information the TPB expects you to give current and prospective clients, and our Sydney accountants page explains the registered tax practitioner symbol. What follows is the part that belongs to Canberra.
A city that works for the Commonwealth. The Australian Public Service Commission counted 198,529 APS employees at 30 June 2025, and 70,221 of them, or 35.4%, were located in the national capital. For a Canberra practice, that means many prospective clients are public servants, and some others contract to the agencies that employ them. For contractors, the questions usually turn on personal services income, which the ATO describes as income produced mainly from an individual's own skills or efforts. Its guidance says that someone who gets work through a labour-hire firm or other agency most likely won't pass the results test, and that for the 80% rule the agency, not the department where they work, is the source of the income. A contractor placed through one agency only can't self-assess under the other personal services business tests, so the PSI rules apply unless the ATO has made a determination. A page that names this work, and links to the ATO for the detail, speaks directly to the people who need it.
Postings and the superannuation test. The ATO has a residency test designed for Australian government employees at posts abroad, such as Department of Foreign Affairs and Trade officials. Under it, a contributing member of the Public Sector Superannuation Scheme (PSS) or the Commonwealth Superannuation Scheme (CSS) is an Australian resident for income tax purposes, and so are their spouse and any children under 16. The test doesn't apply to members of the PSSap, and the PSS and CSS are both closed to new members, so two colleagues sharing a posting can be in different positions. If postings are part of your work, the site can say so, explain how clients overseas deal with you and link to the ATO's page; the advice itself belongs in your engagement, not on a web page.
One government, one revenue office. Canberra has no council or mayor. The Legislative Assembly and the ACT Government look after local matters as well as territory ones, so general rates, land tax and payroll tax all come from the ACT Revenue Office. Land tax here applies to residential property that isn't the owner's principal place of residence: rented and vacant homes, a rented granny flat on the owner's block, and property owned by a corporation or a trustee. Commercial property isn't subject to it, and an owner has 30 days to notify the Revenue Office once a property becomes liable. Payroll tax changed on 1 July 2026, when the annual threshold dropped from $2 million to $1.75 million and the rate became tiered by Australia-wide wages, from 6.75% up to $20 million to 8.75% above $150 million. A practice that registers employers for payroll tax, or helps investors and trustees with land tax, can give each its own heading and send readers to the Revenue Office for current figures.
Districts, the border and working with us. The ACT's planning system groups the city into districts including Belconnen, Gungahlin, Inner North and City, Inner South, Woden, Weston Creek, Molonglo Valley, Tuggeranong and East Canberra. Name the ones you draw clients from, along with your own suburb. Across the border, the Queanbeyan-Palerang Regional Council area lies between 10 and 100 kilometres east of the Canberra CBD, takes in Queanbeyan, Jerrabomberra, Googong and Bungendore, and had about 67,600 residents in 2025 by the ABS estimate. We're an Adelaide team at Ste 3/110 Hutt St and work with Canberra practices by phone and email. Adelaide runs half an hour behind Canberra all year round, and our current clients are in SA, NSW, VIC and QLD, none of them in the ACT.
