State rules in a sentence or two. Shepparton plumbers are registered or licensed with the Building and Plumbing Commission, which took over from the Victorian Building Authority on 1 July 2025, and a licensed plumber issues a compliance certificate for work valued above $750 and for some gas and drainage work at any price. Our Melbourne plumbers page covers the classes, the certificates and the 2027 gas changes, which apply here unchanged.
Septic beyond the sewered towns. Greater Shepparton adopted its Onsite Wastewater Management Plan 2025–2030 in 2025, after an online survey, community meetings in Dookie and Toolamba and feedback from 56 people and groups, with demand for sewerage in Toolamba and Dookie among the concerns raised. The plan estimates 7,000 septic systems across the municipality, beyond the sewered towns, in places such as Arcadia Downs Drive, Bunbartha, Congupna, Dobson Estate, Dookie, Katandra and Katandra West, Kialla Central, Kialla West, Medlands Estate, Murchison East, Shepparton East, Tallygaroopna, Toolamba and Old Toolamba, and Undera. Council holds around 6,300 permit records dating from the 1960s to 2024.
Older systems and the paperwork. Before 1988, the plan notes, it was common for untreated greywater to be piped to the roadside or an easement, and many older homes in the small townships were allowed to send greywater offsite into stormwater. Installing or altering a system now needs a permit from council's Environmental Health department before work starts, and systems must meet AS/NZS 1547 and EPA requirements. A licensed or registered plumber installs the sanitary plumbing, only a licensed plumber can issue the compliance certificate, and that certificate is needed before an occupancy permit for a new home. Council's certificate to use comes before anyone moves in, often 12 months after the permit was granted.
Floodplain conditions. Shepparton sits where the Goulburn and Broken rivers meet, and the plan treats riverine and flash flooding as one of its main risks. Most septic systems aren't structurally damaged by flooding because they're underground, but a tank and disposal area under water for a long time can fill with silt, and solids can wash into the trenches and block them; often the disposal area just needs to dry out. When council assesses a new system, it looks at flood overlays and steers it out of land subject to inundation, or towards one that treats the effluent to a higher standard.
Goulburn Valley Water. The water corporation has more than 1,200 trade waste customers across its region, and every connection of pre-treatment equipment must comply with AS/NZS 3500, its conditions of connection and the Victorian plumbing regulations. Its residential meters already have a backflow device built in, while commercial and industrial customers, especially those with trade waste equipment, generally need a backflow solution of their own. It issues Consent to Connect (PIC) numbers only to plumbers. We're an Adelaide team and work with Goulburn Valley plumbers by phone and email: you send your licence details, towns and photos, look over the draft on your phone, and pay once you approve it.
