Registration, briefly. WA has no handyman licence, but two registrations run close to handyman work. Building and Energy says painting work over one thousand dollars within the Building Services Board's jurisdiction needs a registered painting contractor, so a handyman who takes on a room repaint or a fence and eaves job can cross that line quickly. Builder registration applies to permit work of $20,000 or more. Our pages for Perth painters and Perth builders explain why a registered contractor's number has to appear in its advertising, websites included. Electrical work belongs to licensed electricians, and Building and Energy's smoke alarm rules for homes that are rented or sold say only a licensed electrical contractor can connect or disconnect mains-powered alarms. Rentals need mains-powered alarms no more than 10 years old, with a sealed 10-year battery alarm allowed only where there's no hidden space to run wiring. A handyman's agent page should say you refer alarm work on.
Rental security standards. Consumer Protection's page on rental home security summarises the minimum standards in the Residential Tenancies Regulations 1989. The main entry needs a deadlock or a key-lockable security screen door that complies with AS 5039-2008. Other external doors need a deadlock, or a patio bolt where a deadlock can't be fitted. Every openable window needs a lock or latch that stops it being opened from outside, louvres included, unless a compliant security screen covers it. There must also be an electric light near the main entry that can be switched on from inside, although that light is electrician work. In apartments, ground-floor doors and windows must meet all the standards, while upper floors need the entry lock and locks on windows that are easy to reach. Agricultural, rural and heritage-listed homes are exempt but still have to be reasonably secure, and landlords can't change locks without the tenant's consent.
Renters' modifications. The WA Government's page on making changes to a rental home lists the minor modifications a tenant can ask for on Form 26. They include picture hooks, wall screws and wall anchors; water-saving and hand-held shower heads; window coverings and cord anchors; adhesive or pressure-mounted child safety locks and gates; window child safety devices; letterbox and gate locks; wireless doorbells; flyscreens and draughtproofing. Landlords can insist a qualified person does some others, among them lever-style taps, painting a room and non-permanent window film. A landlord has 14 days to respond, and can refuse without the Commissioner's approval only on narrow grounds, such as a law or strata by-law that prevents the change, asbestos that would be disturbed, or a heritage listing. Securing furniture to a wall for a child or a person with disability has its own form, Form 24. The tenant pays, and at the end of the lease must remove the change unless the landlord agrees to keep it, then repair the damage, so patching and repainting holes is end-of-lease work a handyman can list as well.
Fire hazard notices. Councils on the hills and the urban fringe issue annual notices under the Bush Fires Act, and each sets its own dates. The City of Kalamunda's 2026/27 notice made 1 November the deadline, with the works kept up until 31 March 2027. It requires gutters, roofs and walls to be kept free of flammable matter, grass and weeds cut to 50 mm or less, and trees and shrubs within 2 m of a building pruned to no more than 2 m high or pruned back from the building; blocks of 5,000 square metres or more also need firebreaks at least 3 m wide with 4 m of clearance overhead. The City says owners may use a contractor but stay responsible for the work being done properly. The City of Armadale's notice runs to 30 November instead. A fire-season page should list the councils you cover, link each one's notice and say how far ahead owners need to book. If you also cut back old pine, note that parts of metropolitan Perth are inside the European house borer zones, where moving and disposing of pinewood is controlled.
Water rules, and how we work. The winter sprinkler switch-off applies across Perth, Mandurah and the South West from 1 June to 31 August, domestic garden bores included. In the rest of the year, bore users in Perth and Mandurah water on two rostered days a week, once on each day, before 9am or after 6pm. Water Corporation permits bore maintenance testing during the switch-off and lists when systems can be tested after a repair, so a retic page can say you'll test the system and leave the controller set to the customer's days. As for us, WebCraft Studio is an Adelaide team on Hutt St and works with Perth businesses by phone and email; Adelaide is an hour and a half ahead of Perth, two and a half during South Australian daylight saving. Our clients are in SA, NSW, VIC and QLD, and we haven't built for a handyman or a WA business yet. The rules above are summarised from the official pages linked; we lay out what you tell us about your work and point to those pages rather than give legal advice.
