At the 2021 Census the City of Albury, on the NSW side of the Murray, had 56,093 residents and the City of Wodonga, on the Victorian side, had 43,253, so the two council areas together come close to 100,000 people. Both states use daylight saving, so unlike the Queensland border there's no clock to juggle. The difference is the law. A vacate clean in Albury follows NSW tenancy rules, summarised on our Sydney cleaners page, including the pet rules under which a landlord can make professional carpet cleaning a condition of agreeing to an indoor animal. A vacate clean in Wodonga follows Victoria's Residential Tenancies Act, set out on our Melbourne cleaners page, where, in agreements made after 29 March 2021, a prescribed clause stops a rental provider requiring professional cleaning unless the place was professionally cleaned immediately before the renter moved in and the renter was told, or it's needed to restore the starting condition.
Bond claims have also tightened on the Victorian side. From 13 October 2026, Consumer Affairs Victoria requires rental providers and agents to give renters evidence supporting a bond claim before they make it, with invoices, receipts, quotes and photos named as acceptable. A Wodonga renter who paid you to clean has a better footing with your itemised invoice and dated photos in hand, and so does an Albury tenant facing a NSW claim that has to be reasonable. Your site can say you supply both without promising anyone their bond back.
Commercial cleaners face a rule that stops at the river. Victoria's Labour Hire Authority says companies that supply workers to clean commercial premises such as shops, restaurants, factories, offices and schools are labour hire providers who must hold a licence, that businesses must only engage licensed providers, and that penalties apply for advertising labour hire services without a licence. Its examples treat a sole trader who does the cleaning personally, and a business that only cleans people's homes, as not needing one. The Authority also notes that the definition of labour hire services changed on 1 October 2026, so a business that was outside it before should check again. Whether your Wodonga contracts need a licence is a question for the Authority; our part is making the site describe your work as it's really arranged, and showing the licence number if you have one.
Short stays differ too. An Albury host must register the dwelling on the NSW STRA Register and meet the state's fire safety standard; Albury isn't among the areas with a day cap, so a registered place can be let all year. On the Victorian side, the State Revenue Office has charged a short stay levy since 1 January 2025: 7.5% of the total booking fee for stays of less than 28 consecutive days, collected by platforms such as Airbnb and Stayz, or by owners who take bookings directly and must register for it. None of that is a cleaner's to manage, but a turnover page that lists your Albury and Wodonga areas separately shows owners you know which side they're on.
We're an Adelaide team at Ste 3/110 Hutt St and work with regional cleaners by phone and email. We have no client in Albury-Wodonga; our cleaning client, Phoenix Housekeeping, is based at Morisset in Lake Macquarie. NDIS cleaners will find the Border's two NDIA districts and screening processes on our Albury-Wodonga NDIS provider page. You send your services, prices and the areas you cover on each side; we send a draft link, and you pay once you approve it.
