Victoria's builder rules, briefly. A Shepparton builder holds the same Building and Plumbing Commission registration as a Melbourne one, has to show the registered name and number when advertising domestic building work, and arranges Home Warranty on eligible contracts signed since 1 July 2026. Our Melbourne builders page sets out those rules with links to the sources, so here we stay with Greater Shepparton.
Growth in three directions. The Shepparton & Mooroopna 2050 Regional City Growth Plan, prepared with the Victorian Planning Authority and adopted by the council on 30 March 2021, sets out how the urban area will grow. The Shepparton North East precinct structure plan was gazetted on 4 October 2019. Shepparton South East followed on 26 June 2025; the VPA expects about 2,980 new dwellings and 7,200 residents there, with a stormwater and inundation design for the whole precinct, restoration along the Broken River corridor and the Small Lot Housing Code around its local centres. Kialla West was rezoned from Rural Living to the Urban Growth Zone in 2024, and the council estimates about 2,019 dwellings there at an average lot of 700 square metres; its precinct structure plan is being prepared under a facilitation agreement with Villawood Properties signed in late 2024. Kialla North was rezoned in 2017, but a precinct structure plan and contributions plan still have to be prepared and put into the planning scheme before houses can be built.
Building on the floodplain. Shepparton sits on the Goulburn River floodplain. The Goulburn Broken Catchment Management Authority is the floodplain management authority and the referral authority for permit applications on land in the Land Subject to Inundation Overlay, the Floodway Overlay or the Urban Floodway Zone, and Greater Shepparton is one of the councils with Local Floodplain Development Plans incorporated in its scheme, which applications there must be consistent with. Owners and builders can apply to the CMA for written flood advice, which it says may be used to support planning and building permits. The council adopted new flood mapping for Shepparton and Mooroopna in February 2022 that allows for climate change and is intended to revise those overlays, so whether a block is affected is a question for the council and the CMA, not for a builder's website.
Older houses and second dwellings. The council's heritage work includes a Heritage Strategy from 2019 and the Greater Shepparton Heritage Study Stage II from 2020, and it says adding new places to the Heritage Overlay helps conserve local heritage; if you renovate older homes in Shepparton, Mooroopna or Tatura, keep that work apart from your estate builds. For smaller homes, Amendment VC249 took effect on 1 January 2024 and exempts a small second dwelling from existing development contributions plans, and the VPA notes that the Shepparton North East contributions plan was amended as a result. A builder who does second dwellings can say so plainly.
Working with us from Adelaide. WebCraft Studio is an Adelaide team, and a Shepparton builder would deal with us by phone and email. The only builder in our portfolio is South Australian, so the Goulburn Valley detail on your site starts with what you send: your registration, photos of finished homes and the estates and towns you take on. We build a draft for you to check, you tell us what to change, and you pay once you approve it.
