Licensing is a state matter: a QBCC licence is needed for painting work valued at more than $3,300, and your website has to show your licensed name, your licence number and that you're licensed under the QBCC Act. Our Brisbane painters page covers those rules, what the QBCC says about painting defects and Queensland Health's warning about lead in paint used before 1970. What's particular to Ipswich is how much of the city is protected, and what that does and doesn't mean for a painter.
In March 2025 Ipswich City Council said the city had more than 7,000 protected places. Local ones are listed in Schedule 7 of the planning scheme and mapped on the Character Places and Areas Overlay, which owners can check with a property report from council's online mapping tool. Council's fact sheet on the overlay (July 2025) says changes to a mapped property have to be sympathetic to its cultural heritage values, and it also says painting and general maintenance don't require approval under the planning scheme. A painter's site can say that plainly, link to council, and leave anything beyond painting to the owner's own enquiries.
Places on the Queensland Heritage Register are different, because the state, not council, is the assessing authority. The state's General Exemption Certificate (version 1.2020) gives upfront approval for repainting already-painted surfaces in the existing colour scheme, with conditions. Preparation is by hand, although oscillating and orbital sanders up to 120 grit are allowed except on moulded or profiled surfaces. Earlier layers stay unless they've lost adhesion or failed by flaking, peeling, blistering, cracking or chalking. New paint has to match the existing in hue, saturation and tone, allowing for fading, over an undercoat that isolates the old paintwork. Water blasting and chemical stripping can only be tried as test patches no bigger than 500 x 500 mm; using them further needs an exemption application. The certificate is backed by the state's technical notes on painting, including one on lead paint.
Council also retains a Heritage Adviser, an experienced conservation architect who gives owners and prospective buyers of character places limited free advice by appointment, usually at the property. The Ipswich Heritage Information Kit is available through the Ipswich Visitor Information Centre and Picture Ipswich. Pointing owners to both before they choose colours for an old house costs you nothing and helps the job go well.
The rest of Ipswich is new. The Ripley Valley priority development area, about 5 km south-east of the CBD, could eventually hold 48,750 homes for 131,000 people, with council assessing development there. Strata is a small part of the market: a Titles Queensland count last updated in February 2022 put 863 community titles schemes in Ipswich, so most painters here can lead with houses. We're an Adelaide team at Hutt St and work with Ipswich businesses by phone and email; you send photos, your licence details and the suburbs you cover, and we send back a draft link.
