National rules, then the SRO. TPB registration for BAS work is the same everywhere, and our main bookkeeper page explains the register, the practitioner symbol and where bookkeeping stops and BAS services start. One entry in the TPB's list matters here: it doesn't count advice on taxes and duties under state or territory law, payroll tax among them, as a BAS service, and the TPB's guidance (opens in a new tab) is worth reading before you word that part of your site. The State Revenue Office lifted the payroll tax-free threshold to $1,000,000 a year, or $83,333 a month, from 1 July 2025, and the standard rate is 4.85%. Employers with Australian taxable wages between $3 million and $5 million get a reduced deduction and those above $5 million get none. Monthly returns are due by the 7th of the following month, nil returns included, there's no June return, and the annual reconciliation has to be lodged and paid by 21 July, with no extensions.
Where Melbourne meets regional Victoria. Employers paying at least 85% of their Victorian taxable wages to regional employees pay 1.2125% instead, and the SRO's list of regional councils cuts across the city's fringe. Mitchell, Macedon Ranges, Moorabool and Greater Geelong are on it; Cardinia, Yarra Ranges, Mornington Peninsula and Melton are not. Mitchell and Cardinia are both among the seven municipalities that take in Melbourne's growth areas, as the SRO lists them, yet Wallan, in Mitchell, sits on the regional side of the line and Pakenham, in Cardinia, doesn't. If your clients run up the Hume corridor or down to Geelong, the towns you list on your site are part of telling owners you know where that line falls. We're an Adelaide team at Ste 3/110 Hutt St and work with Melbourne businesses by phone and email, half an hour behind you all year round.
WorkSafe. WorkSafe Victoria says a business employing workers in Victoria generally has to register for WorkCover insurance, unless it has no apprentices and doesn't pay more than $7,500 in remuneration in a financial year. Its key dates for 2026–27 put the average premium rate at 1.8% of rateable remuneration, with a 5% discount for paying the annual premium by 17 August 2026, 3% by 1 October, and 1 November as the due date without a discount. Remuneration for 2025–26 had to be certified by 23 October 2026 for large employers, and small employers have until 19 March 2027. Owners often hand that remuneration figure to their bookkeeper, so if you prepare it, the payroll page should say so.
Two portable long service schemes. The Portable Long Service Authority covers community services, contract cleaning and security. Employers register within three months of starting in the industry, lodge a return each quarter, in October, January, April and July, and pay within 14 days a levy of 1.65% of covered workers' ordinary wages for community services, or 1.80% for cleaning and security. Construction has LeavePlus. Its returns are due 14 days after each quarter ends, even for a quarter with no construction work, and its charge has been 2.7% of ordinary pay since 1 July 2009. From 1 July 2026 repair and maintenance of lifts and escalators also falls under the scheme, first reported on the return due 14 October 2026. If you lodge returns for either scheme, name it in your services list.
Long service leave and young staff. Wage Inspectorate Victoria was renamed Workforce Inspectorate Victoria on 12 December 2025, and it still enforces the Long Service Leave Act 2018 and the Child Employment Act 2003. Under the first, most workers, casuals included, become entitled to long service leave after seven years' continuous employment with one employer, accruing a week for every 60 weeks of service, and are paid any unused leave if they leave after that point. Under the second, an employer usually needs a licence to employ anyone under 15, paid or voluntary, though parents employing their own child in the family business are exempt. Both are questions an employer may put to whoever runs their payroll. If you're comfortable answering them, a sentence on the payroll page with a link to the inspectorate (opens in a new tab) is plenty.
