Tasmanian trades are licensed through Consumer, Building and Occupational Services (CBOS), and the Occupational Licensing (Plumbing Work) Regulations 2021 list roof stormwater installations among the plumbing work that needs a licence. The City of Hobart gives roofing as its first example of plumbing work. A business also needs a plumbing contractor licence before it contracts for that work, as our Hobart plumbers page explains along with the council permit categories. Some licensed builders hold an endorsement for limited roof plumbing, such as flashings, on projects where they've been contracted for all the building work. The Director of Building Control's determination on categories of building and demolition work (version 1.4, applying from April 2021) says that endorsement doesn't extend to stormwater disposal, such as fitting downpipes and drainage. If you're a builder doing reroofs, the website should say who does that part.
The same determination lets like-for-like maintenance with the same or similar materials go ahead as low-risk work, with flashings around repaired roof fixtures left to a licensed plumber or an endorsed builder. It names one exception that matters to roofers: taking off tiles and replacing them with sheet roof cladding isn't covered by that item, because it's likely to affect the building's structural soundness. We'd put that in plain words on a reroofing page and leave the approval question to the owner's building surveyor. For jobs big enough to come under Tasmania's residential building contract rules, our Hobart builders page covers deposits and cooling-off.
Hobart has a lot of old roofs on protected houses. The council's draft Local Provisions Schedule proposes 42 local heritage places that aren't in the Hobart Interim Planning Scheme 2015, and the council says some maintenance work is exempt from a planning permit but asks owners to check with it before starting. For places on the Tasmanian Heritage Register, the Heritage Council's Works Guidelines (version 2, October 2025) set out when a full roof replacement can go through as minor works: the defects have to be widespread with repair not feasible, uncommon tiled claddings such as slate or terracotta are replaced like-for-like, and early corrugated galvanised iron is replaced with corrugated galvanised sheet, not Zincalume or COLORBOND, with sheet lengths matched on prominent roof planes. Serviceable ridge capping, flashings, barge boards and vents are kept. Switching slate or terracotta to galvanised, Zincalume or COLORBOND sheet is generally acceptable only on roof planes hidden from public view, and the guidelines say Zincalume should normally go only in concealed spots because it stays highly reflective. A roofer who does this work can link to the guidelines and show finished jobs.
Storm work here can come in any month. On 10 and 11 May 2018, a storm dropped 128 mm of rain on Hobart and stripped roofs from a few homes in Sandy Bay. The Insurance Council declared a catastrophe and counted almost 8,800 claims, worth more than $99.7 million in private property losses by late August. On 15 September 2025 gusts reached 102 km/h in the CBD and 145 km/h on kunanyi, and a tree came down on a house at Mt Nelson. On 5 October 2025 the SES took nine requests for help across Bellerive, Howrah, Glenorchy, the CBD and nearby towns, for smashed windows, damaged roofing and fencing and loose items. A site that names the SES number, 132 500, for urgent help and your own number for repairs is useful to everyone.
Two more points for older houses. WorkSafe Tasmania licenses asbestos removal, and asbestos cement roof sheeting turns up on plenty of older houses, so say whether you hold an asbestos removal licence or bring in a licensed removalist. And Tasmania Fire Service says about 98% of the state's land area is bushfire-prone, so if you fit ember guards or seal roofs on bush blocks, our Hobart tradies page covers how to describe that work. We're an Adelaide team working with Tasmanian roofers by phone and email at the same prices as everywhere else. Our current clients are in SA, NSW, VIC and QLD, and we haven't built a roofer's site yet.
