State rules in short. Ballarat plumbers are registered or licensed with the Building and Plumbing Commission, which took over from the Victorian Building Authority in July 2025. Accreditation is held by individuals, class by class, and a licensed plumber issues a compliance certificate for work valued at more than $750 and for some gas and drain work at any price. The full rules, including the 2027 gas changes for new and existing homes, are on our Melbourne plumbers page; they apply in Ballarat unchanged.
A water corporation with a wide reach. Central Highlands Water supplies about 187,000 people through 15 separate water supply systems, covering the greater Ballarat region and localities from Ballan in the east to Landsborough and Navarre in the north-west and Rokewood in the south. Greater Ballarat is by far its largest system, with Daylesford and Hepburn Springs, Maryborough, Clunes and Learmonth among the others. Most Ballarat plumbers work a slice of that area, so your site names the towns you go to and where you stop.
Frozen meters. Each winter Central Highlands Water reminds customers that frost can freeze a meter to the house or even burst it. Its advice, reported by The Courier in June 2025, is to cover the meter with a tub, box or bucket or wrap it in thick cloth, let a frozen meter thaw or pour room-temperature water over it, and never use boiling water, which can burst the meter and leave the house without water until the corporation refits the service. When many properties freeze at once, it warns there may be a wait. A plumber's winter section can repeat that plain advice and make clear which jobs on the property are yours.
Septic permits. The City of Ballarat issues septic permits, which it calls Onsite Wastewater Management System permits. Owners first ask council's statutory planning team whether a planning permit is needed, because any planning permit must come before the septic permit, and they check with Central Highlands Water, which is a referral agency for properties inside its sewerage district. The application needs a Land Capability Assessment (sometimes already done when the land was subdivided), a locality plan, a site plan, a floor plan at 1:100 or larger showing every bedroom and study, and a copy of the title.
Trade waste. Central Highlands Water requires all trade waste to be pre-treated before it enters the sewerage system, and it encourages businesses to look beyond the traditional in-ground grease or triple interceptor trap. Its application asks for a site plan showing the pre-treatment equipment and its connection to the sewer, and a management plan naming the EPA transporter who will clean it and how often. Restaurants, cafés, dry-cleaners and vehicle washing businesses are among the examples it gives. We're an Adelaide team and work with Ballarat plumbers by phone and email: you send your licence details, towns and photos, check the draft on your phone, and pay once you approve it.
