State rules, briefly. Electrical contractors in Ballarat are registered with Energy Safe Victoria, the REC number has to appear on all promotional material, so it belongs on your website, and every installation job ends with a Certificate of Electrical Safety, with prescribed work such as a switchboard or a solar system inspected before it's turned on. Our Melbourne electricians page covers those rules and the two-yearly rental electrical checks in more detail. The same page explains the 2027 changes to gas hot water in existing homes, which Ballarat households with gas hot water will want explained.
Why heating comes first. Ballarat sits 400 to 630 metres above sea level, and its average monthly temperatures run about 3 to 5 degrees below Melbourne's, most noticeably in winter, with temperatures able to fall below freezing from May to September. Victoria's minimum energy efficiency standards for rentals start from 1 March 2027. For heating, the replacement for a failed fixed heater in the main living area has to be either a non-ducted reverse-cycle unit rated 2 stars or above for heating, or a ducted electric system with a Heating Seasonal Performance Factor of at least 3.2. If a rental has no heating at all, or a heater that doesn't meet the existing minimum standard, a heater that does meet it has to go in straight away. Failed hot water systems in rentals are to be replaced with an efficient heat pump or an electric-boosted solar system. Installation that heritage laws don't permit is one of the listed exemptions, which is worth knowing in Ballarat's older streets.
Insulation brings electrical work with it. From 1 March 2027, at the start of a new rental agreement or a move to month-to-month, any ceiling space without insulation needs R5.0 insulation fitted by a qualified installer. Consumer Affairs Victoria says an electrical safety checklist must be completed and any electrical issues dealt with by a licensed electrician within 30 days before installation, and it notes a Victorian Energy Upgrades discount for the insulation from 1 October 2026. For an electrician, that's a defined job (inspect the roof space, make it safe, report back) that agents and insulation companies will both be looking for.
Heritage and solar. The City of Ballarat employs full-time heritage advisors, and owners can ask for written advice or a pre-application meeting through council's eServices portal. On its heritage advisory page, council says guidelines on placing solar panels on heritage buildings are coming, to be aligned with its Environmentally Sustainable Design Guidelines of March 2023. Until they're published, council asks people to call its Statutory Planning team. Your site doesn't need to explain the planning rules; it only needs to show you know the question exists.
The network behind the city. Ballarat is on Powercor's network. Powercor is investing more than $30 million in a new zone substation at 203 York Street, Ballarat East, and says it will support growth, more solar, electric vehicles and other electric equipment, as well as strengthening supply during outages and extreme weather; its project page lists completion for early 2026. When customer-side damage stops a reconnection, Powercor wants a safety and compliance inspection, a Certificate of Electrical Safety emailed to it, and the reconnection arranged by the electrician, after which it reconnects at no charge. We're an Adelaide team and work with Ballarat electricians by phone and email: you send your REC details, services and photos, we build a draft you can check on your phone, and you pay once you approve it.
