The state rules, briefly. Victoria doesn't license painters. Consumer Affairs Victoria says a job involving only painting doesn't need registration with the Building and Plumbing Commission, though a job worth more than ten thousand dollars that combines skills, such as plastering and painting, does. Our Melbourne painters page explains what that means for a painting website and when a registration number has to appear.
Three councils on one coast. The City of Greater Geelong covers the city's suburbs and most of the Bellarine Peninsula. The Borough of Queenscliffe covers Queenscliff and part of Point Lonsdale, and Torquay is the seat of Surf Coast Shire, which runs down the coast to Lorne. Each council has its own planning scheme, so the rules about colours can differ from one end of your service area to the other.
Queenscliff. The Borough's heritage database lists 142 places protected by Heritage Overlays. Its planning guide for painting a building, last updated in 2009, says a permit is needed to paint the outside of a building in a Heritage Overlay where the property is identified for external paint controls, where the surface is currently unpainted, or where the painting forms part of an advertisement. Repainting in the same colours counts as maintenance and needs no permit. An application asks for photos or elevation drawings marked with the proposed scheme and two sets of colour samples, and the guide adds that blocking a footpath while you work may need its own occupancy permit.
Geelong and the Surf Coast. The City of Greater Geelong offers a heritage advisory service to owners of properties in a Heritage Overlay who want to make changes. Further down the coast, the Neighbourhood Character Overlay for Lorne in the Surf Coast Planning Scheme describes a preferred character of buildings that blend with the vegetation using subtle, neutral and unobtrusive colours, and applications for buildings and works there, other than minor alterations, must give the type and colour of all external building materials. A painter who works from a colour schedule an owner or builder already has is easier to hire in places like these.
Armstrong Creek. South of the city, the council describes Armstrong Creek as the largest contiguous growth area in Victoria, with about 22,000 homes planned across 2,500 hectares of developable land. That is a long run of new houses needing first coats, touch-ups after handover and, a few years on, colour changes. We're an Adelaide team and work with Geelong businesses by phone and email: you send photos and the towns you cover, we send a draft link, and you pay once you approve it.
