Provider registration with the NDIS Quality and Safeguards Commission, NDIS worker screening and Queensland blue cards, and the requirement since 1 July 2026 for supported independent living providers to be registered are covered on our Brisbane NDIS provider page. None of it differs in Toowoomba, so this section is about the district.
The NDIA's Toowoomba service district covers ten council areas and had 9,546 participants on 30 June 2026. Toowoomba Regional Council accounted for 6,281 of them, up from 4,700 four years earlier, a rise of about 34%. The Southern Downs had 1,341 (up from 930) and the Western Downs 1,051 (up from 762), followed by Maranoa (335), Goondiwindi (220), Murweh (150), Balonne (101), Paroo (38), Quilpie (22) and a handful in Bulloo. Gatton and Laidley aren't part of it: the NDIA counts the Lockyer Valley in its Ipswich district, so a provider covering Toowoomba and the Lockyer Valley works across two districts.
Within the city, participants live right across Toowoomba rather than in one corridor. Wilsonton, Toowoomba – Central, Darling Heights, Toowoomba – West, Newtown and Drayton – Harristown each had between 499 and 800 in June 2026, and Highfields 449. Smaller areas such as Toowoomba – East, Cambooya – Wyreema, Rangeville, North Toowoomba – Harlaxton, Middle Ridge and Gowrie each had between 209 and 256. The ABS estimated the council's population at 186,276 in June 2025.
The district's participants differ from Queensland's in three ways. Intellectual disability is the primary disability for 15.1% of them, against 11.4% statewide. They're older: 1,772 were 55 or over in June 2026, 18.6% of the total compared with 14.7%, and the ABS put the Southern Downs' median age at 48.8 in June 2025, ten years above the national 38.4. More plans are agency-managed, 632 or 6.6%, against 4.7% statewide, while only 14.1% were fully self-managed, compared with 20.1%. The NDIS Commission says only participants who self-manage or plan-manage their funding can choose an unregistered provider.
Carers Queensland delivers NDIS local area coordination on the Darling Downs from its office at 6 Thomas Street, Toowoomba City, and says its coordinators work with people with disability aged 9 to 65. Easy Read pages, clear registration labels and a list of the towns you reach answer most of what a coordinator from that office, or a family, needs to know before ringing. We're an Adelaide team and build sites for Toowoomba providers by phone and email: you send your supports, areas and registration details, we build the draft, and you pay once you approve it.
