Victoria's builder rules, in short. Builders in Geelong are registered with the Building and Plumbing Commission, the same body that registers Melbourne builders, and the Building Act's rule that advertising for domestic building work must carry the registered name and number covers your website. Home Warranty replaced Domestic Building Insurance for eligible contracts signed from 1 July 2026. Our Melbourne builders page explains both with sources, so this section sticks to what is particular to Geelong and its coast.
Where the new houses go. The Victorian Government's housing targets, released in February 2025, ask Greater Geelong for 128,600 new homes by 2051, against 46,900 for Ballarat and 37,000 for Bendigo. Much of the greenfield building happens in Armstrong Creek to the south and in the Northern and Western Geelong Growth Areas, which our Geelong tradies page describes. In precinct structure plans where a lot's title calls up the Small Lot Housing Code, a house on a lot under 300 square metres that meets the Code's standards needs no planning permit, which is why narrow-lot designs are worth showing if you have them.
Fixed edges on the coast. The Bellarine Peninsula and the Surf Coast have both been declared distinctive areas and landscapes under the Planning and Environment Act. The Surf Coast's Statement of Planning Policy, released in April 2022, set protected settlement boundaries for Torquay–Jan Juc, Bellbrae, Breamlea, Mount Duneed and Connewarre, with a boundary for the Armstrong Creek growth area left to later planning. The Bellarine's policy, released in August 2023, did the same for every township on the peninsula. With those town edges fixed, a lot of coastal building happens on established lots: knock-down rebuilds, extensions and second storeys. If that describes your work, put those projects first.
Water and salt. State planning policy asks councils to plan for sea level rise of not less than 0.8 metres by 2100. The Bellarine Peninsula – Corio Bay Local Coastal Hazard Assessment of 2015 mapped land that a 1% AEP flood combined with that rise would reach, in localities from Avalon, Lara and Corio around to Portarlington, St Leonards, Ocean Grove, Barwon Heads and Breamlea, and in 2019 the City of Greater Geelong exhibited an amendment to apply a coastal Land Subject to Inundation Overlay on that basis. Its explanatory report says the overlay would trigger a planning permit for new dwellings, subdivision and earthworks that alter natural ground levels; a planning property report shows which overlays apply to a lot today. On the ocean side, BlueScope's Colorbond guidance changes the recommended roof sheeting with distance from breaking surf, measured from the high-water mark: standard Colorbond steel beyond 200 metres, Colorbond Ultra between 100 and 200. A caption naming the overlay you built under, or the roofing you chose, tells a coastal owner more than a general claim of experience.
How we'd work together. We're an Adelaide team on Hutt St, and a Geelong builder would work with us by phone and email. The one builder in our portfolio is in Adelaide, so the local detail on your site comes from what you send: your registration, your projects and the towns you take on. We send you a draft link to check between site visits, you ask for changes, and you pay once you approve it.
