The Queensland-wide help, Business Launchpad for listing your licences and permits and Mentoring for Growth sessions once you've started trading, is explained on our page for new Brisbane businesses. Brisbane City Council's free business hubs at Nundah and in the city are set up for businesses in Brisbane, so if you're north of the boundary, the programs below are the ones built for you.
City of Moreton Bay's home-based business info sheet says that in most cases council approval isn't needed. A home-based business is accepted development, subject to requirements, in the General residential, Emerging community, Rural residential and Rural zones, the residential precincts of the Township zone, and some others; if it meets the benchmarks in the zone code, no application is needed. In zones not on that list it's impact assessable and needs a development application. The requirements sit in the zone codes and differ between zones and precincts, so check your property's zone in the planning scheme first.
Council's Business Boost initiative includes SMART Foundations, a free six-month business skills program for sole traders and home-based businesses in the city, with six workshops on topics such as tax, pricing, cash flow, business structures and invoicing. It also sponsors the UniSC Tax Clinic, where accounting students supervised by a registered tax agent give free tax help to small businesses and individuals; council lists the clinic, along with its tax workshops for small businesses, as available until 2027. An earlier Business Boost offer of six months' free Xero and Constant Contact for 1,000 local businesses filled up and closed in June 2026.
For founders with something to scale, council has funded Innovate Moreton Bay for more than seven years; since 2025 it's been led by a local Innovation Director with support from Creative HQ's team in Wellington, New Zealand. The UniSC Moreton Bay Launch Pad at 1 Moreton Parade, Petrie, next to Petrie station, is a collaboration between the university and the City. Council's economic development officers work from it, and it takes expressions of interest from businesses that plan to grow and are committed to the region's economy. People you meet through either will look you up afterwards, so a page that explains the idea in plain language is worth having before the first event.
We're an Adelaide team, and we work with Moreton Bay businesses by phone and email. You send your words, photos and the suburbs you'll cover; we send a draft link you can check on your phone, and you pay once you approve it. Our Queensland clients include M.J. Debney Plumbing & Gas and Queensland Dance & Performing Arts on Brisbane's bayside.
