QBCC licensing, home warranty insurance and deposit limits are the same here as anywhere in Queensland, and the QBCC treats your website as advertising, so your licensed name, licence number and a licensing statement go on every page. Our Brisbane builders page explains them. What sets Toowoomba apart is the climate, the land on and below the range and a planning scheme about to be replaced. The coastal cyclone guidance that shapes northern Queensland builds doesn't cover homes up here.
Toowoomba sits on the Great Dividing Range. At the Bureau of Meteorology's Toowoomba Airport station, 641 metres above sea level, July averages a top of 16.8°C and an overnight low of 6.7°C. Under the National Construction Code the area is in climate zone 5, warm temperate, and the state uses that station as its reference for the zone. Its climate zone guidance also suggests limiting east and west windows, using denser materials such as brick and concrete, and choosing a light-coloured roof. Council has gone further with its own Warm Temperate Climate Building Design Guidelines, the first in its Toowoomba Region Design series, written to help owners design new buildings that suit the region's climate and keep its character. An owner who has read either will look for those ideas in your projects.
The Toowoomba Regional Planning Scheme is at version 29, in effect since 21 July 2026, and a replacement is being drafted. Council's project page has the draft going to council on 17 November 2026, public consultation anticipated in March 2027 and adoption planned for November 2027. In the meantime, Temporary Local Planning Instrument 01/2026 confirms the assessment levels for building work in the scheme's Table 5.7:1, from 16 February 2026 until 16 February 2028 or until the new scheme starts. Older streets also carry heritage and neighbourhood character overlays, which our Toowoomba tradies page describes. With this much changing, we'd link to council's pages rather than summarise the rules on your site.
The 2026 Downs & Western Housing & Construction Awards were held at Rumours International Convention Centre in Toowoomba on 28 August. The House of the Year, Mountain Springs at Redwood, also took Best Residential Bathroom and its individual home price category, and Toowoomba Grammar School's Design, Engineering and Technology Building in East Toowoomba was Project of the Year. The same awards reached well beyond the city, with winners at Laidley in the Lockyer Valley, Millmerran, Goondiwindi and Ballandean on the Granite Belt, which took Best Rural/Remote Project. If your work spreads that far, name the towns you build in, because each sits under a different council or a long drive from town.
The Toowoomba council area had 186,276 residents in June 2025, up 2,201 over the year in ABS estimates, and covers almost 13,000 km² from the range to the Downs. We're an Adelaide team at Hutt St and work with Toowoomba builders by phone and email: you send project photos, your licence details and the suburbs and towns you build in, and we send a draft link you can check from site.
